A list of 10 major cases in 2019 marking the progress of children's welfare and protection in China was released on December 12.

The list was issued by the China Association of Social Welfare and Senior Service and the Family and Child Research Center under the School of Social Development and Public Policy of Beijing Normal University. It has been announced annually for nine years.

The establishment of the Child Welfare Bureau under the Ministry of Civil Affairs was included in this year's list. It is the first bureau of the ministry for children's welfare, and it is a milestone in the development of children's welfare in China.

In addition, the list also includes the publishment of some documents related to the protection of children's rights and interests.

In July 2019, the Ministry of Civil Affairs and the other 11 departments and institutions issued a document on strengthening security of de facto orphans, which is the first time that China has issued a special guideline on strengthening the protection of de facto orphans.

In addition, it formulated and released assessment standards for foster care, which makes it possible to better protect the legitimate rights and interests of foster children and abandoned babies and safeguard the interests of foster families.

The State Council issued instructions on promoting care services for infants under 3, which provides national-level guidance for the development of the sector for the first time.

Concerning the protection of children's online personal information, the Cyberspace Administration of China approved the regulations on the protection of children's personal information on the internet, which is China's first such legislation in the Internet era.

"The 10 cases are very representative, reflecting the major historical events in children's welfare and protection in China in 2019," said Liu Jitong, a professor at the School of Public Health under Peking University.

"In the past, the concept of children's welfare is only confined to orphans, abandoned babies and disabled children. Now, the children's welfare is covering every children, which has relations with every one's family life, demonstrating the progress of the system of children's welfare in China," Liu added.

Liu also suggested that it is more important for the civil affairs system to lead the establishment of the modern system framework and service system of children's welfare with Chinese characteristics at the national level.
